Subsequent text is historical.
It often begins the download while BIS are uploading the patch to their FTP server, so it usually takes two cycles to download the latest beta. The ".tested" file appears once the file has been successfully unzipped. If that exists, the file should be complete.
If the file "activity-flag" is present, the mirror script is currently doing something. You can view its download progress in the __download.log file.
